OSC is providing strategic communications support to build a Directorate of Public Affairs within the Ministry of Finance (MoF), and to design and execute MoF public education campaigns in support of Tax and Fuel Subsidy reforms. Technical assistance covers strategic communications planning, capacity building for MoF staff, and design and implementation of public education campaigns that include the following components: comprehensive media outreach and journalist training; production, testing and distribution of written and electronic public education materials; creation and utilization of public opinion research instruments (polling, focus group, etc); and design and execution of an in-house MoF media monitoring system.
Fiscal Reform in Support of Trade Liberalization Project

OSC developed a public awareness campaign to educate the general public about the need for tax policy changes. The campaign changed the attitudes toward and understanding of tax collection, increased citizens' awareness of the benefits they receive in return for paying taxes (and hence the need for tax reform), and justified the price increases.
