Joseph Keohan, Vice President, Operations, manages OSC public education projects. He has over 15 years of domestic and international experience designing and implementing communication plans for senior government officials, political parties, and NGOs. Prior to joining OSC in 1998, Joe was Program Advisor to the National Democratic Institute in Ukraine and Russia and on the campaign staff of Vice President Al Gore. Joe received a BA in English and Zoology from the University of Vermont.
Christopher Wild, Director, Programs and Global Health Initiatives, manages OSC’s subcontract on the USAID-funded Armenia Primary Healthcare Reform project and OSC business on the AIDSTAR IQC. Chris has been with OSC since 2003, when he was staffed on USAID’s Community Revitalization through Democratic Action program in Serbia, followed by a posting in 2005 on USAID’s SUCCESS Alliance project in Sulawesi, Indonesia. Prior to joining OSC, Chris was a Field Producer for NBC News Moscow from 1995-1997 and Analyst for Moscow-based Baring Vostok Capital Partners from 1997-1999. He received an MA in Russian Area Studies and Transitional Economies from the Johns Hopkins School for Advanced International Studies and a BA in English and Russian Language from Hobart College.
Helen Doulis, Controller, is OSC’s financial manager for home office and field operations. She is a Certified Public Accountant and joined OSC in 2003, after working for over 15 years as a Controller in the advertising and financial services industries. Helen received her BS in Accounting from Drexel University.
Ryan Crow, Director, Operations has extensive experience in both the quantitative and qualitative analysis of public information efforts. Ryan is a doctoral fellow in international relations at the Johns Hopkins University School of Advanced International Studies, where he is currently completing his dissertation. Ryan received an SM in Political Science from MIT in 2003 and graduated Magna Cum Laude from Bowdoin College in 2002 with majors in biology and anthropology. Ryan has served as a consultant to the government on proliferation security issues, and has worked for the US House of Representatives Committee on Science.
Sonia Martin, Senior Analyst, joined OSC in 2010. Prior to joining OSC, she served as Deputy Chief of Party for USAID’s Support for Peaceful Democratization program in Indonesia, and as an economic and livelihoods advisor for USAID programs in southern Serbia and in Banda Aceh, Indonesia. Before becoming involved in international development work, Sonia was a member of the Latin American sovereign debt strategy team at JPMorganChase, focusing on debt sustainability issues in Central American and Caribbean nations. She received an MA from the Johns Hopkins University’s School for Advanced International Studies with concentrations in Latin American Studies and in Economic Development in Emerging Markets & Transitional Economies. She graduated from Yale University cum laude with a degree in History in 1998.
