OSC designed and implemented a public information program in support of a large scale government infrastructure development project. OSC activities included: production and dissemination of written and electronic public information materials, media outreach, and organizing press-briefings and seminars that improved the quality and objectivity of media coverage. OSC conducted outreach to foreign and domestic investors through economic road shows, presentations on investment opportunities and the production of promotional and collateral information materials for distribution. To track the success and impact of the outreach efforts, OSC produced a weekly media digest that monitored mass media reporting on the reforms.

USAID 1999-2004
Shortly after the conclusion of Operation Allied Force in June 1999, OSC was selected to provide strategic communications consultation for USAID operations in Pristina, Kosovo. OSC designed and implemented a Public Education and Information program that provided support to the government infrastructure development project headed up by the United Nations Mission in Kosovo (UNMIK) - European Union with technical assistance provided by USAID. OSC developed a recruitment handbook for the administration of the United Nations Mission in Kosovo, promoting fairness and transparency throughout the recruitment process. The dissemination of the handbook resulted in over 700 applications from throughout the region. OSC established regular public education coordination meetings in consultation with UNMIK, providing a forum for government officials and UN representatives to successfully address obstacles to efficient distribution of information and develop appropriate solutions.
