Tax Policy and Administrative Reform Public Information

OSC designed and managed a comprehensive public education effort that involved citizens in every step of the tax reform program and was seen as the first step in increasing voluntary tax compliance. For each task of the joint USAID/Dept. of Treasury Tax Policy and Administrative Reform program, OSC designed a corresponding public education activity. OSC's program engaged local stakeholder support for a new taxes from the beginning. OSC's approach targeted each of the project tasks with activities such as media training and journalist seminars, public roundtable discussions and town meetings, and targeted placement/broad distribution of posters, brochures and other media.
Public Education in Support of Community Revitalization through Democratic Action program (CRDA)

OSC designed and implemented a comprehensive public education program in support of the CRDA program in Central Serbia. The public education team delivered OSC's proven public outreach training curriculum to over 800 local CRDA Community Board members, training the members in message development, media relations and stakeholder outreach. As a result of the trainings, Board members organized over 300 successful public meetings in support of CRDA in 23 Central Serbian municipalities, leading to the completion of over 700 community infrastructure and improvement projects. As a result of OSC-led media and public outreach activities, over 6,000 stories on CRDA were written or broadcast during the project period.
CRDA Adolescent Reproductive Health and Family Planning

Due to the CRDA project's public outreach successes, OSC was assigned over one million dollars in earmark funding by USAID to design and implement a reproductive health and family planning outreach campaign targeting Central Serbia's adolescents. Working with Community Board members, the Serbia Institute for Mother and Child, and key local stakeholders, OSC created adolescent peer education teams in local high schools who led reproductive health education sessions with fellow students. OSC then spearheaded the opening of "youth-friendly" counseling centers in selected municipal Health Centers, linking them to the newly-formed peer education networks. OSC also developed and distributed a suite of printed informational materials targeting students, parents, and educational professionals on reproductive health issues facing youth.
