The OSC Approach OSC's Guiding PrinciplesOSC has designed and implemented successful public education programs based on the following guiding principles: Empowerment and Accountability OSC understands that economic reform and behavior change interventions can achieve long-term impact when they support local individuals and citizen participation. OSC empowers local entities through training, technical support, partnering, sub-contracting and direct public information support. Citizen Ownership Successful public dialogue is predicated on citizen utilization of all available channels of local and national communication including public media, public forums and electronic communication. OSC's obligation is to create or enhance communication channels and to devise the broadest public participation in utilizing them. Customer Focus OSC measures success at achieving customer focus through the use of baseline and midline surveys, follow-up interviews, focus groups, post-training questionnaires and media monitoring. Teamwork OSC consults with USAID, international donor agencies, local NGOs, international NGOs and other entities to develop cooperative strategies, achieve specific objectives and ensure efficient use of resources. Transparency There can be no effective two-way public dialogue without a related, open decision making process that all stakeholders perceive as fair and uncorrupt and in which all opinions are given an honest hearing. Sustainability OSC has focused on sustainability in its work by utilizing training, partnering and communications strategies that emphasize the use of local citizens in the design, development and presentation of its campaigns. |
