The OSC Approach Delivering Measurable ResultsOSC employs a combination of qualitative and quantitative methods to monitor the impact and results of program activities. In addition to measuring final results, the following methods are useful for assessing activities in mid-implementation, allowing for adjustment and fine-tuning to achieve the widest reach and maximum effectiveness. Public surveys OSC uses quantitative public opinion research to measure baseline, midline and exit statistics relevant to program objectives such as knowledge, attitudes and practices. OSC has conducted quantitative public opinion research to measure the impact of projects in Bosnia and Herzegovina, Georgia, Kazakstan and the Kyrgyz Republic. These nationally representative surveys provide the most empirical measurement of increases or decreases in target levels. Customer surveys Customer surveys allow OSC to assess programs in progress and to adjust them as needed to meet customer needs. OSC has used customer surveys to assess perceptions of program effectiveness with USAID technical partners, government counterparts and international organizations. Periodic customer surveys are a routine component of all major print materials such as media monitoring reports. OSC customer surveys may be written or may be conducted as a semi-structured interview with the customer. In-depth interviews (IDIs) IDIs provide a degree of range and depth that is not possible in survey research. OSC uses IDIs to explore factors contributing to the development of knowledge, awareness and practices related to reform initiatives. Media monitoring Monitoring of public media allows OSC to track trends in reporting and to identify coverage related to specific public information activities such as press conferences, press releases, roundtables or controlled message texts. Monitoring of media coverage provides an objective basis for assessing the effectiveness of public information activities, demographic categories reached, size of audience and geographic area of coverage. Focus groups OSC uses focus groups to assess the impact and perception of projects in progress. The discussions explore public perceptions and awareness of public information products and activities. Results of the focus groups are provided to clients and technical partners as a component of routine, monthly reporting procedures. OSC has used focus groups as a tool to measure the impact and effectiveness of programs in Bosnia and Herzegovina, Georgia, Kazakstan, the Kyrgyz Republic. In Bosnia and Herzegovina and the Kyrgyz Republic, OSC introduced focus group methodology to the curricula of state universities. |
