Stewart R. Cades, President, manages U.S.-based administration, contract negotiation, and representation to clients such as USAID, the World Bank, and implementing agencies, and oversees quality assurance and quality control on all contracts and subcontracts entered into by OSC.  Stewart has over 25 years experience in international business and public education.  He received a Masters of Education from Temple University, an L.L.B. from the University of Pennsylvania School of Law, and a B.S. in Economics from the Wharton School at the University of Pennsylvania.

Allen Model, Chief Financial Officer, oversees OSC strategic planning and business development.  His 25 years of experience spans international law, business restructuring and public education, including technical assistance in NGO education, outreach, and policy advocacy.  Allen received a J.D. from the University of Pennsylvania, an M.S.W. from Columbia University and a B.A. from Harvard University. 

Robert Arsenault, Chief Operating Officer, manages technical staff and deliverables for all OSC business and is currently the technical lead on OSC public education projects in Afghanistan, Egypt, Sudan, and Jordan. Bob has over 20 years experience designing and implementing public education programs for a variety of public sector, international development and private clients. He also currently serves as President of the International League of Human Rights. Bob received an MA in South Asian Studies from the University of Washington Henry Jackson School for International Diplomacy, and a BA in Religion from Gettysburg College.
