OSC designed and managed the public awareness strategies in support of “Phase II” economic reforms. The public education campaign: built broad-based public understanding of reforms; facilitated effective communication between reform-implementing entities of the GoM and affected constituencies; and ensured that taxpayers, pensioners, business representatives, and other citizens were equipped to function effectively in the new economy. Working with local staff and partners, OSC implemented a comprehensive suite of research and public awareness activities that increased public understanding and support of economic reforms in Montenegro, including: production of public service announcements and negotiation of donated airtime on independent television and radio stations; production of the live interactive broadcast, “Ask the Government”; launch of a new broadcast on economic reform, “About Economic Reform”; organization of public meetings on the Draft Pension Law; facilitation of focus group discussions on pension reform; and production, in coordination with NEX Montenegro, of an 8-page book on securities exchange functions, trade procedures, and shareholder rights.
