OSC is developing research-based communications and public outreach strategies to address justice sector institutions’ internal resistance to reform and the need for more engaged citizenship. OSC strengthens both internal and external institutional communications capacity, as well as engages civil society organizations, to improve their ability to encourage government oversight and promote a culture of non-violent citizenship. After conducting a communications assessment to gauge existing communications capacity, OSC is launching an inter-agency working group to foster dialogue and strengthen the coordination of communications activities, including joint statements and information dissemination activities. OSC is also establishing a communications network at the department level that will leverage existing inter-agency coordination mechanisms and develop a centralized communications toolkit that will be made available to all agencies. OSC is also building capacity through skill development in the use of communications and outreach tools in low-literacy environments, as well as gender-specific campaign/message development.
